Finland’s charity lotteries cannot pay out cash prizes due to monopoly legislation. Finland’s gambling monopoly is planned to be partially lifted for online gambling. If Finland allowed cash-prize charity lotteries on a restricted basis, it could generate c. €45m in additional charitable contributions each year, while a less restricted model could generate c. €140m in additional charitable contributions each year.
